Once the new storm sewer system has been constructed, flooding during a 2-year storm event will be eliminated and significantly reduced during a 100-year storm event. Stanford Street will also be repaved after construction is completed to give the community a new and improved roadway.

The storm sewer upgrade is needed to meet updated City of Houston design criteria for drainage infrastructure and reduce the risk of flooding in the community. The existing 100-year-old storm sewer system has surpassed its anticipated lifespan and now poses various risks to the community, including structural integrity issues, increased susceptibility to collapses, and a reduced capacity to manage stormwater during heavy rainfall.

How will the construction impact traffic in the community?2024-02-06T13:43:25-06:00

Construction activities will begin on January 8, 2024, and continue through October 2024. During this time, construction will be limited to Stanford Street, West McKinney Street, W Walker Avenue, and Temple Drive. There are a total of eight construction phases. During phase 1 and phase 2 of construction, there will be several detours and closures.

  • During Phase 1 of construction on Temple Drive,  construction traffic will enter and exit the site at West Walker and Temple. Temple Drive will be completely closed throughout the duration of the work.
  • During Phase 2 of construction on Stanford Street, there will be rolling partial closures throughout the duration of the work. After the completion of the first section of Stanford, construction traffic will enter and exit the site on Stanford near Allen Parkway. Property owners on Stanford Street will receive additional details about access as the project schedule progresses.

No, the Temple Terrace Storm Sewer Upgrade Project construction will not negatively impact roadway conditions. As necessary, contractors will be required to repair damaged roadways that are impacted by construction.

Construction will occur only on the streets of Stanford Street, West McKinney Street, W Walker Avenue, and Temple Drive – and on the former KHOU site.  Any driveway entrances, sidewalks, and mailboxes affected by the construction will be restored to their original condition.

During project construction, contractors will only be permitted to park their vehicles on the former KHOU site (between Stanford Street and Temple Drive).

Contractors will be required to maintain safe and secure job sites. Temporary fencing will be set up around the storm drain vault, and all construction equipment sites will be locked up at the end of each workday. Construction cones, barrels, and barricades will line the road work site during construction working hours.

Construction hours are from 7 a.m. to 5:30 p.m., Monday through Friday. However, weekend work may be necessary based on weather conditions.

Construction of the Temple Terrace Storm Sewer Upgrade Project will begin on January 8, 2024. Construction activities will continue through the Fall of 2024.

The developer will pay for the project upfront and be reimbursed by the Downtown Tax Incremental Reinvestment Zone (TIRZ) 3 after project completion.  After the project is complete, the final storm sewer becomes the property of the City of Houston.  The City of Houston will maintain the vault and storm sewer.  The developer will maintain the pocket park that will sit on top of the vault and the above-standard improvements to Stanford and Temple (trees, sidewalks, streetlights, etc).

What will be done to prevent crime at the construction site?2024-02-06T13:57:59-06:00

Contractors working on the project will be easily identified by neon safety vests. In areas where construction equipment and materials will be stored, temporary fencing will be installed. All gates will be secured/locked at the end of each construction day.

No, the construction of the Temple Terrace Storm Sewer Upgrade Project construction will not impact the quality of the water supply or sewer lines that serve your home. This construction will upgrade the system that carries away water through storm drains.
